Since hppa isn't part of jessie or stretch, there is no option to build
this package on *any* machine inside this release.

Looks like a clear GPL violation to me.

If palo should continue to be available on non-hppa machines,
a (binary-all) package that uses gcc-hppa-linux-gnu for building
might be an option.
