When I boot debian unstable on my S/390 emulator, I get lines like:
 33m* 39;49m /etc/network/options is deprecated.

S/390 systems use a dumb terminal as console when booting and therefore fancy
output should be disabled for these systems. I'm not sure how best to detect
this, but when I log in on the console, I see TERM set to 'dumb'.
