Something to turn a branch which is a mixture of pseudomerges,
upstream or mixed linear commits, and Debian linear commits, into
something you could sensibly do `git rebase' on.  That would be part
of a rebasey dgit workflow, but might be useful for other purposes.
(#720177; doesn't need to be a dgit verb and maybe shouldn't be.)

Something to conveniently import a tarball as a git commit (or
optionally, just a tree).

Utility to help do repeated merge for a downstream distro using
--quilt=smash.

Perhaps, yes.  Maybe your proposed script wants to be in devscripts.
devscripts is already rather namespace-abusive, so maybe if it's there
we don't care much...
