In the case that packages A and B conflict with each other, packages A-dbgsym and B-dbgsym should also conflict with each other. In no cases are A-dbgsym and B-dbgsym ever installable together (they respectively depend on A and B), so adding this conflicts relation shouldn't cause any problems.
