I'll have a look at that when time permits. I've opted for a different approach that doesn't require patching the upstream source. The /usr/bin/qgis wrapper will now source options to pass to the actual binary from /etc/defaults/qgis. The QGIS_OPTS variable includes --noversioncheck to skip the version check on startup. The changes have been committed in git, and will be included in the next upload.
