Good news!

I just figured out the lib issues, and uncovered a few bugs (and fixed
them) and have 100% of the tests passing locally with the following

* PHP 7.1.0-dev
* gpgme 1.6.0
* gnupg 1.4.20

What can I do to make sure this gets into PHP? I would really love to
close the upstream bug.
