Despite the setting
* lynx-cur/defaulturl: file:///
lynx accesses the network when started without an URL to navigate to.
Please refer to #721689 for another example when a browser did that
and it was not okay.

The fix is trivial, /etc/lynx-cur/lynx.cfg already contains
#STARTFILE:file://localhost/~/
so you just need to uncomment that and comment the other STARTFILE.
