Some internet providers change the IP address of clients frequently -
approximately once a minute instead of once a day. "aptitude update" and
aptitude downloads executed by such clients cannot deal with this fact -
neither with passive nor with active sockets. They manage to download a
bit before the IP change and then say that a socket cannot be connected.
An improvement is needed. If it's already implemented, I'd like to see
the documentation of this feature.
