This dependency was introduced by util-linux, so I'm reassigning. I also don't quite understand the alternative dependency on tzdata | systemd-sysv. That's something Andreas most likely can answer. That said, the dependency from util-linux on systemd-sysv is unversioned, so I fail to see the problem? Care to elaborate.
