The exact dependency is: tzdata (>= 2006c-2) | systemd-sysv The util-linux changelog mentions /etc/localtime being a file, and the 2006c-2 changelog entry for tzdata confirms this: * Put a copy of the current timezone into /etc/localtime instead of a symlink. So it looks like the dependency was added to ensure the transition to a real file. I think the dependency can be dropped. -- Saludos, Felipe Sateler
