I am not 100 % sure whether freeciv-client-qt is responsible but it is the most likely. After installing and starting freeciv-client-qt I found a new folder ~/$HOME with a subfolder named .config containing QtProject.conf . I suppose this folder was created by mistake as QtProject.conf already existed in ~/.config . Maybe a spelling mistake somewhere prevented $HOME from being treated correctly as user's home directory.
