I don't think this is true. systemd-modules-load looks at both locations. I actually think we should move files to /usr/lib/modules-load.d and make that the preferred location (that's what other distros use that have done the usr-merge). -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
