Thanks for looking into this, my initial thought is that what you have described here and on the conky issue looks right. I have forwarded the report to the procps list as I wasn't the one that introduced this change and so there might be a reason for it.
The change was done in 3.3.10 to fix a problem, I suspect it fixed that and introduced another.
