I have run this command (and, as a user, /usr/sbin/cupsctl) with cups
versions

   1.5.3-5+deb7u5
   1.7.5-11+deb8u1
   2.0.3-6

and always get "CURRENT SETTINGS". Please will you review your
experience and report back.
