Try as I might I cannot reproduce this behaviour. Please send your cupsd.conf and cups-files.conf. You have debug logging enabled. Empty /var/log/cups/error_log >/var/log/cups/error_log and do 'cupsctl'. Add error_log to the attachments you send here.
