cinnamon-desktop-environment is intended to be a "fully fledged desktop", i.e. it is the intention of the package to provide a complete desktop with all of the graphical apps that a user would possibly want. If you only want the cinnamon window manager and related applications, then you can install cinnamon-core instead, which depends only on the things that are really needed. This is already reflected in the current descriptions, but in any case, the next upload of cinnamon-desktop-environment will include improved descriptions and more alternatives for the mentioned packages.
