Not quite what you requested, but anyway. Here's what my sysfs file has
when the battery's 100% charged and the charger is connected.

POWER_SUPPLY_NAME=BAT0
POWER_SUPPLY_STATUS=Full
POWER_SUPPLY_PRESENT=1
POWER_SUPPLY_TECHNOLOGY=Li-ion
POWER_SUPPLY_CYCLE_COUNT=0
POWER_SUPPLY_VOLTAGE_MIN_DESIGN=11250000
POWER_SUPPLY_VOLTAGE_NOW=12796000
POWER_SUPPLY_CURRENT_NOW=1000
POWER_SUPPLY_CHARGE_FULL_DESIGN=5600000
POWER_SUPPLY_CHARGE_FULL=4363000
POWER_SUPPLY_CHARGE_NOW=5600000
POWER_SUPPLY_CAPACITY=128
POWER_SUPPLY_CAPACITY_LEVEL=Full
POWER_SUPPLY_MODEL_NAME=DELL J163808
POWER_SUPPLY_MANUFACTURER=Samsung SDI
POWER_SUPPLY_SERIAL_NUMBER=30275

Apparently, all you need to do is to clamp the calculated value.
