Well, I didn't mean it to be so. I just haven't seen any other tool
that would display the percentage in this particular way.

I'll try (a bit later when I have time), but I guess that in a FULL
state you use a wrong capacity value. I had similar issues myself when
fixing sleepd/wmbattery acpi backend.
