sorry, the patch I uploaded in 2.88dsf-59.1 has a rather major bug: If
systemd starts in "degraded" mode because some unit fails, then
"systemctl is-system-running" exits with nonzero and prints
"degraded". In that case we still want to respect unit dependencies in
"service" and "invoke-rc.d", this is only for early-boot and
late-shutdown.

This was already fixed in https://launchpad.net/bugs/1429734 a while
ago, so this got plenty of field testing.

I committed the fix to git:

I would like to do a followup NMU with that before the new version
hits testing, as it can break stuff pretty severely.
