Section 12.5 of Debian policy states: Every package must be accompanied by a verbatim copy of its copyright information and distribution license in the file /usr/share/doc/<package>/copyright. Note the word "verbatim". Therefore, smartmontools clearly violates a "must" directive of Debian policy, and so this bug should have severity "serious" as per <https://www.debian.org/Bugs/Developer#severities>.
