Gaudenz, The Debian distribution is the only one which made the choice of doing all of the db sync things in an automated way. So I think it's fine to do it by hand if you decide to use the non-interactive mode. Plus I believe that a single on/off prompt for handling of the database bits of OpenStack core projects is more than enough, and adding some more would be a bad idea. Anyway, it is a way too late in the Debian cycle to introduce new debconf prompts. Even translation uploads are not accepted by the release team at this point.
