Hello! I rather tend to mark this as "wontfix" as it is pretty much inevitable to run scripts when installing or removing packages. sane-utils is certainly not the only package affected.
This Debian administration guide [1] mentions a reasonable work around which temporarily remounts /tmp without "noexec" before dpkg is run. I suggest rather using this workaround than hoping to change possibly hundreds of maintainer scripts such that they work under this particular environment.
