Hello!

I rather tend to mark this as "wontfix" as it is pretty much inevitable
to run scripts when installing or removing packages. sane-utils is
certainly not the only package affected.

This Debian administration guide [1] mentions a reasonable work around
which temporarily remounts /tmp without "noexec" before dpkg is run.

I suggest rather using this workaround than hoping to change possibly
hundreds of maintainer scripts such that they work under this particular
environment. Especially considering that this change might introduce
other side effects.
