sane-utils preconfigure script fails when when /tmp is mounted with option 
"noexec"

* What exactly did you do?

# export LC_ALL=C
# mount -o remount,noexec,nosuid,nodev /tmp
# aptitude reinstall sane-utils

* What was the outcome of this action?

The following packages will be REINSTALLED:
  sane-utils 
0 packages upgraded, 0 newly installed, 1 reinstalled, 0 to remove and 0 not 
upgraded.
Need to get 0 B/223 kB of archives. After unpacking 0 B will be used.
