The following man pages have references to console(4).
  * charsets(7) [in SEE ALSO]
  * tty(4) [in SEE ALSO]
  * vcs(4) twice [in DESCRIPTION and SEE ALSO]

But "apt-file search console.4" says that /usr/share/man/man4/console.4.gz
is provided by the console-tools package (e.g. in wheezy), which is
no longer in Debian (testing or unstable) and has been replaced by
the kbd package.
