(vmdebootstrap, ganeti, fai at least comes to mind). I think it would also be crazy for debootstrap to end up installing a non-default init by default. Arguably, debootstrap could be taught not to install an init at all, but that tool will require adjusting all those other ways of installing Debian as well as a good bunch of testing to ensure nothing breaks.
