Responding to this as '[network-manager] network-manager: Not authorized to control networking' (#758557) - I can confirm that after the cgmanager permissions screwup was fixed, I can configure and use a VPN without the polkit policy config hack. -- Libre software on Github: https://github.com/OmegaPhil FSF member #9442
