Actually, those polkit-related issues appearing out of the blue when systemd is not running as PID1 or the memory cgroup isn't enabled are caused by #757348, which has been fixed in cgmanager 0.33-2. Both #757698 and #760281 are simply a byproduct of that cgmanager issue. #758557 (insufficient permissions for NetworkManager) seems also solved by cgmanager 0.33-2, so I wonder if all those three issues should be merged lock, stock and barrel into #757348.
