Package: libcgi-psgi-perl

Trying to use request-tracker4 (another Debian package),
I was getting errors like
  Undefined subroutine CGI::PSGI::delete at ...
To solve the issues, I had to make changes to file
  /usr/share/perl5/CGI/PSGI.pm
as below:

Does this indicate a bug in PSGI.pm, could it be fixed?
