It turns out that the two devices are not where I expected. even running /dev/MAKEDEV hda did not result in /dev/hda, /dev/hda1 etc. being created. I finally found /dev/.static/dev/hdd MAKEDEV said the files were created, and that is where both hda and hdd were found. With that sorted I can prepare and execute a fresh install.
