In your debian/rules, there's a line:
echo he >> $(BASEDIR)/usr/share/aspell/he/.contents
that should instead be:
echo he >> $(BASEDIR)/usr/share/aspell/he.contents
This is probably my fault, since I think the original explanation I
wrote for creating auto-hash-building dictionaries contained the same
typo.
