Well, meson is a build system, there could be legitimate reasons for the build-dependency (determining compiler flags, etc.). It can't link anyway as it is an arch:all package written in Python. For uwsgi, I think it is a bug that it doesn't link with the GNUstep libraries, see #753724. BTW, I'm curious why were gnustep-back and openvpn-auth-ldap binNMUed? That was unnecessary.
