I did so on a quite up-to-date Debian testing/unstable/experimental mix with a handfull of font packages installed. I stand corrected, the rule has indeed no severe effect on the global preference for the sans-serif flavor - which, I believe, is due to the clever placement of the rule in the fontconfig queue and not due to the rule itself (which contains no restrictions regarding its own scope). Sorry for the noise, but I believe it was important to discuss this beforehand.
