The recipe gives higher precedence to Droid Sans globally if fonts-droid is installed, in the same manner as 64-wqy-zenhei.conf gives higher precedence to Zen Hei globally if fonts-wqy-zenhei is installed. So it alters the default fontconfig order, but that order can be changed via language specific recipes.
