O.K., there still should be a hint about usb_modeswitch running in the system log, at least with the older version. Can you spot it and then compare with what you see when the new version is installed? My gut tells me the problem is timing-related. The next step would be to unpack the E3131 configuration from the data package in /usr/share/usb_modeswitch and copy it to /etc/modeswitch.d where it can be modified to try out several things. For you it would be the config file named "12d1:14fe". Don't bother about the name in the description, model names are hardly ever consistent when it comes to mobile modems.
