That's because you don't get a list of all the available ROMs, but a
file browser.

You're supposed to select the machine you want to emulate and choose
the new ROM file from the file browser.

Ah, I see. I guess it makes sense to file a feature request upstream
for that.

As a workaround, you can increase the emulation speed manually during
the saving process.
