Well, by default Fuse tries to use the original ROMs and falls back to
OpenSE if they are not available.

But you can change that and use OpenSE always if that's what you want,
you can do that in the settings and even make the changes persistent.

As far as I can remember, upstream said that it would be nice to ship
it with the emulator and have it somehow more integrated, but there
was never any other kind of plan or roadmap.
