cleveref v0.19 is still using functions of IEEEtrantool that have
disappeared at least since IEEEtrantools.sty 2012/12/27 version V1.3
E.g. it is using \if@IEEEissubequation which does not exist anymore.
I think this is a fix, to be checked.

There is also an error while trying to use the deprecated
\if@IEEElastlinewassubequation
but that's not very clear to me how to do a proper fix.
Better to check how IEEEtrantool is handling equations and overload
properly those functions in cleveref...
