Interesting. So you've got ipv6 completely disabled. In standard Debian
kernels, it is compiled into the kernel. Are you running a custom kernel
build? Or did you disable v6 by some other means?

Yes, that makes sense. By default, it will try to bind to both ::1 and
127.0.0.1. The former will fail if ipv6 is not enabled.
