I've opened a gnucash bug - https://bugzilla.gnome.org/show_bug.cgi?id=726146 - suggesting that when the ondisk documentation is not present gnucash should redirect to the online docs instead of throwing an error. The Debian Policy Manual does say "Packages must not require the existence of any files in /usr/share/doc/ in order to function (The system administrator should be able to delete files in /usr/share/doc/ without causing any programs to break.)" There are other -docs packages (clamav, tomcat etc.) that use Suggests rather than Recommends.
