I am not very familiar with that part of the code, but after a quick look I think that aptitude uses pkgAcqFile for this. So whatever works for apt should work for aptitude. Using curl or similar, as suggested by Raphael, could be an option. Currently relies on apt for both packages and changelogs, it uses the same code.
