Right, and /etc/ssh/sshd_not_to_be_run is obsolete and only still
supported in order to be nice to people still relying on the old method
(before ssh was split into openssh-client and openssh-server).

Furthermore, if you don't want to run sshd, just remove the
openssh-server package. That's why I split it out.
