I would like to understand these tags. The only thing which helps me is
the following changelog entry:
  * debian/*.templates:
    - Mark any entry as non-translatable they will be moved to d-i if
      possible.

I do not understand why this has been done (and why you went back to
non-gettext-based debconf templates). The French translations is nearly
two years old, and a lot of other translations are still waiting in the
BTS, but the situation is the same as 2 years ago... Why don't you include
these translations till these templates have been fully removed? It's a
pity to deprive our users of translations during two years, and it's really
disrespectful not to explain why you don't want to include these
translations. I know I'm not the first to ask for an explanation (#250782,
#254248), but I hope you will finally answer.
