ntpdate has always been indented to go away. It does not make sense to make it priority standard. If you want to make something priority standard of the ntp package it should be ntp itself. But in that case I would wait for the next major version (4.2.8) to be released which fixes a whole lot of issues people would run in to. The 4.2.8 version also contains a proper sntp client, which might be something you want instead of the full ntp daemon.
