In both cases, your webcam is opened first. With 1.0.4, the scanner is then successfully used, but with 1.1.3, the scan is attempted from the webcam.
Would you mind trying two different workarounds? 1. unplug the webcam 2. plug the webcam back in and try the scanimage frontend (in Edit/Preferences). I wonder if the problem is that with every reboot, the scanner device name changes due to libusb, and therefore gscan2pdf defaults back to the webcam as it is top of the list.
