FYI, locally also some tests were failing, but on the automated build
machine for the PPA, the packages built just fine with all tests
passing, not sure where the difference is here, but this was the same
with 1.7.x versions of Subversion as well.
I've updated the source package:
1) cleaned up some mess which I've myself left in it earlier :-)
2) switched to openjdk build
Then I've rebuilt it several times on two machines and it seems all
tests pass by now.

Also, there was another problem I've experienced - when I enabled the
mod_dav_svn from my 1.8.4 build, fileinfo extension started to crash in
PHP (loaded as apache2 module) :-) yet it wasn't an SVN fault - it was a
PHP problem - in PHP there is a bundled+patched libmagic with public
shared object symbols (i.e. it wasn't built statically in PHP), and it
conflicts with system libmagic... I've reported this bug to
https://bugs.php.net/bug.php?id=66095.
