Thanks for this, I was trying to do this myself but stumbled over some
issues. With your packages I was able to create packages for Ubuntu
precise at a so called PPA at
https://launchpad.net/~dominik-stadler/+archive/subversion-1.8, for
serf I used a different way of packaging, not sure where I got that
one from. For the Subversion package I only did minor changes compared
to your version mostly because apache-packaging is a bit different in
Precise.

Unfortunately I cannot help much with the Debian packaging as I am not
a Debian maintainer...

FYI, locally also some tests were failing, but on the automated build
machine for the PPA, the packages built just fine with all tests
passing, not sure where the difference is here, but this was the same
with 1.7.x versions of Subversion as well.
