No, there are no local configuration changes. I am using a custom ~/.config/xfce4/xinitrc but all it adds is some xrandr and path changes.

I tested the greeter hang again and it is a pure timeout. The greeter appears after about 25 seconds with no console switching or mouse activity required.

Also, does reverting to 1.6
fix the problem?

Downgrading to 1.6.3-1 from testing fixes both the greeter hang and the disabled xfce shutdown button (Action Buttons widget). The downgrade of lightdm was the only change required to achieve this fix.

For b), see #728361

Confirmed. This is the same behaviour.
