I don't have a specific email from the FTP masters in mind, though there
are enough threads about it which you can read in debian-devel@l.d.o.
The idea is that minimized javascript is considered as code obfuscation,
or compiled-in code, just like you would think about a built .so file:
this is not the original source code, this is the output of processing
by some program. Also, there is also the fact that we always want to
package the "preferred type of file for modification" (or whatever the
wording is for this...), and in this regard, minimized javascript do not
fill the bill (it is almost impossible to understand and even harder to
modify).
