It seems that insighttoolkit4 4.4.2-2 restricted itself to support i386 and amd64. The only reason I can find for that is that the test suite had some errors on the other arches. I generally find this a poor excuse to drop support for arches. Since this is a new source package, this normally wouldn't be an RC bug. But there are other source pacakges that now build-depend on insighttoolkit4-dev and are now blocked because of this, and they used to build on other arches.
