Actually, the "after a while" part corresponds to me switching off
radio and doesn't seem to happen by itself. And only 4 "Device removed"
events occur (no loop in output). I misinterpreted, sorry. pcscd is
still using 100% CPU after switching off radio, though.

You do:
 1. Switch off wireless (using the hardware button)
 2. Suspend
 3. Resume
 4. Switch on wireless

Does pcscd uses 100% CPU at this step?

Then you do:
 5. switch off radio
you get 4 "Device removed" messages from pcscd and then nothing more. pcscd
becomes quiet.
Exact?

And pcscd uses 100% CPU but without logging anthing. Exact?

Can you run: "udevadm monitor" in another terminal and then try to
reproduce the problem using the 4 steps?
Send me the output of the command.

When I switch on radio, I get:

And what is the "udevadm monitor" output when you switch OFF the radio?

I would like to know what step exactly make pcscd use 100% CPU. And also what happens
with "udevadm monitor" at this moment.

Thanks,
